He has expertise in: Parliamentary Practice and Procedure; Legislative drafting; policy development and analysis; public finance management; devolution; dispute resolution; electoral and democratic processes; constitutional and administrative law and public procurement law. 

He is a renowned legislative expert having previously worked at Parliament of Kenya as a Principal Legal Counsel before he was appointed at the pioneer Clerk of Nairobi City County Assembly where within a span of eight (8) years, he established the nascent institution from its infancy and primed it to occupy it place as not only the largest county assembly in Kenya, but also second largest and effective legislature in Kenya. 

Mr. Ngwele is also a seasoned litigator where he has handled complex cases with appearances at the High Court and Court of Appeal of Kenya and many specialized courts and tribunals.
